Following consultations among the leaders of the China Democratic Party (CDP) organizations in the UK, Germany, the Netherlands, and France, the Preparatory Committee for the CDP European Headquarters held its inaugural meeting in London, UK, on ​​May 10, 2026, formally announcing the establishment of the CDP European Headquarters.

Given the current lack of conditions for free association and secure elections within China, and the absence of a comprehensive and unified system and operating environment for vetting party members overseas, the CDP European Headquarters will initially implement a transitional authorization system, not constituting a permanent power structure. Any positions established at this stage are democratically mandated appointments, not personal power or vested positions.

The CDP European Headquarters is an independent political organization. Our headquarters is willing to establish cooperative relationships with any organization that operates in the name of the China Democratic Party and in accordance with the basic principles and purposes stated in the China Democratic Party's public declaration of June 25, 1998. The European Headquarters of the China Democratic Party welcomes all those who endorse and support the Party's basic principles and purposes and are willing to contribute to the Party, uniting all those who support the Party's political goals and policies. The UK Headquarters of the China Democratic Party operates in the UK and mainland China in accordance with the principles outlined in the founding declaration of the China Democratic Party of June 25, 1998. Our main tasks are to promote the Party's basic principles, develop the Party organization, train Party cadres, and provide free legal consultation services to Party members and compatriots on the mainland.

We advocate: the realization of political democracy, economic freedom, social justice, and the rule of law, to create modern civilization and achieve our goals peacefully, rationally, and non-violently, and to promote China's development towards democracy, peace, prosperity, and civilization.

Explanation Regarding the Temporary Flag of the European Headquarters of the China Democracy Party

The temporary flag of the European Headquarters of the China Democracy Party is the flag solemnly adopted by the Second Overseas Congress of the National Joint Headquarters of the China Democracy Party. Article 52 of the current Party Constitution, as resolved at the Second National Congress, states: "The Party flag is a red and blue double cross flag, specifically a blue upper and red lower design, with the white double cross star located on the left side of the upper blue half of the flag. The Party emblem also follows this design. (Provisional Regulations of the Party Constitution of the China Democracy Party (Overseas Stage) – Approved by the Second Overseas National Congress of the China Democracy Party on June 6, 2011)" The red and blue double cross flag symbolizes the Party's adherence to the "Third Republic Declaration" adopted at the First Overseas National Congress, which states that "Chinese Democracy Party members follow the pioneers of the Xinhai Revolution in establishing the First Republic in Asia, respect the Second Republic established by the National Congress in 1946, and are committed to building a free, prosperous, human rights-equal, and constitutionally democratic Third Republic of China." (The Constitution of the China Democracy Party – Adopted by the First National Congress of the China Democracy Party (Overseas) on June 4, 2007) The red and blue double cross flag symbolizes: "Double Ten" refers to October 10th, the anniversary of the Xinhai Revolution in 1911, which established the first republic in Asia. The red, blue, and white colors are also the three colors of the flag of the Republic of China, the democratic regime of the "first republic in Asia." Red, blue, and white are the three most dazzling colors in the natural spectrum, and many democratic countries in the world use these three colors in their flags today. The "Double Cross Flag" prominently demonstrates the Party's inheritance of the constitutional and legal system of the "first republic in Asia," and its grand ambition and firm determination to build a free, prosperous, human rights-equal, and constitutionally democratic third republic in China.
